Depending on your start/items in inventory you should be able to hit Enter to bring up your ship menu. Then hit Deploy Civilian and it should give you a dropdown menu. For instance Young Gun you start with 5 Nav Beacon, 5 Satellite, and 5 Resource Scanner. So I fly near anomaly and deploy Nav Beacon.
