1. Watch Dogs doesn’t start. Put the game folder (steamapps/common) and paste anywhere else on your hard drive and give it a different name. Delete the contents of the game from your Steam profile. Put the game folder back to its original destination and rename it to “Watch_Dogs” again. Re-install the game at Steam.

How to fix lag in Watch Dogs 2?
Open up task manager when in the main menu of watch dogs 2 and go onto the “Details” tab on task manager. Set the priority to “Above normal” or “High”. Do not select realtime, as this will possibly cause system instability. Hooray, lets fiddle around the game files.
