Ultimately, I think that Civ 4 is a better game overall, though I still think that Civ 6 is a great game. If you’re new to the civ series, pick Civ 4 over Civ 6; it’s got all of the complexity of Civ 6 without a lot of the issues of the newer version.

Possible, but normal, things you could do with workers, when they are not active:
- Delete them, to save on maintenance.

How many workers should you have Civ 5?
Minimum One Worker per City Once you Settle a first City, your Capital should be capable of producing a Worker in 5 turns or less. Do this. Having 3 Workers for 2 Cities is GREAT. You can get one working on each City so that every tile worked is improved, and another can be working on establishing a City Connection.
What do you do with workers late in Civ 5?
A few things your workers can do after all your tiles are improved:
- When a city approaches its maximum useful population, replace some Grassland Farms with Trading Posts (only with Rationalism maxed out).
- Pillage-repair tiles in enemy or neutral territory.
- Bait enemy units in war.
