i found the safest way to kill someone without a bounty is reverse pickpocket some poison (requires the right perk under pickpocket) or for more fun reverse pickpocket a frenzy potion and watch the guards and townspeople kill your target, you can also kill them yourself while they are frenzied and not get a bounty.
