You’re not recharging spells, you’re recharging the staff. So as long as you have a spell slot equal to the highest level spell in the staff and know one of the spells in the staff, you can recharge it. Thanks!
Can you Upcast shield?
You can upcast shield using a higher level spell slot. The spell behaves the same way no matter what level spell you cast it as. The character sheet only shows “Upcast” options for those that change mechanically.

The entry for Shield says that the reaction is triggered by being hit by an attack, which would tend to imply that you can wait to see if your opponent actually succeeds on their attack roll (otherwise they would not be hitting you with their attack) to beat your AC before deciding whether or not to cast the spell.
Can a 2nd level spellcaster cast a 3rd level spell?
She could expend 1 charge and one of her 3rd-level spell slots to cast a 3rd-level spell from the staff, or 1 charge and one of her 2nd-level spell slots to cast a 2nd-level spell from the staff. She could still expend 3 charges from the staff to cast a 3rd-level spell from it without using any of her own slots, just like any other spellcaster.

When a spontaneous spellcaster Activates a staff, they can expend 1 charge from the staff and one of their spell slots to cast a spell from the staff of the same level (or lower) as the expended spell slot. This doesn’t change the number of actions it takes to cast the spell.
