The only way you can do that is by starving your citizens which isn’t recommended but by getting more luxuries instead. If you don’t want starvation during an unhappy period, you will get more citizens and more unhappiness.
How does starvation work in Civ 5?
When a city is starving, it will start losing citizens instead of growing until it can support its population. Cities with Population bigger than 10 – 15 will need quite a lot of extra Food gathered to grow further!
Can you raze city states Civ 6?
You can raze city states forever. If you choose to capture them they will not be occupied and will behave as a normal city. Liberation is a third option if you are recapturing a city state from another player.
What happens when you raze a puppet city?
Puppets add 5% to Science costs and their Population prevents your other Cities from growing if you have low Happiness. Thankfully, Puppets will eventually get around to building Happiness buildings just as they do Markets and Banks. Razing Cities burns them to the ground. When the City’s Captured, half its population will be gone.
Is it better to annex a city or puppet a city?
So puppeting requires you have extra happiness. Annexing a city has it’s cost, you need to buy/build and maintain the courthouse. Courthouse’s maitenance is 4 gpt, so it’s way too high for small cities, better to raze them.
What happens to puppet cities after the resistance period?
You have no control of the production process in Puppet cities. Once the Resistance period is over, it will always produce something, which is either a building, or Wealth (after all possible buildings have been constructed).
What to do with puppet cities in Civ 5?
The AI can place Cities in horrible spots, and those have to go. You can settle the lands later and put it in a better spot, or let other Cities’ borders expand to fill in the gap. Always Puppet Cities that can function as bases for your Military – you need a place to heal your forces and prevent the AI from retaking that land.
