To use the ability, a bard makes a Perform check. His check result is the DC for each affected creature’s Will save against the effect. If a creature’s saving throw succeeds, the bard cannot attempt to fascinate that creature again for 24 hours.
Can a bard have more than one Bardic performance?
A bard cannot have more than one bardic performance in effect at one time. At 7th level, a bard can start a bardic performance as a move action instead of a standard action. At 13th level, a bard can start a bardic performance as a swift action. Each bardic performance has audible components, visual components, or both.

It doesn’t say anywhere that you don’t have to meet the prerequisites for a given feat, so it should be presumed that you do. That means you can’t trade out Inspire Competence at 3rd, since it’s a prerequisite for Song of the Heart. Fascinate can be traded out for quite a few alternate class features, namely Healing Hymn from Complete Champion.
