I found that as soon as I built a trade depot the freight would be sent there and then VERY SLOWLY be sent to the commercial buildings in that city ONLY. However this is just stupid since you’ve now just bottle necked your own system from taking multiple shipments to one location with only one (or more) delivery trucks.
