Mutants & MasterMinds characters can attack in various ways, from a simple punch to using weapons or amazing powers, but it’s all handled the same way: characters have an attack bonus, based off Fighting for close attacks and Dexterity for ranged attacks, modified by the character’s Close Combat or Ranged Combat skill.
How does regeneration work mutants and masterminds?
It just heals Damage conditions. You recover quickly from damage. Remove penalties to your Toughness checks due to damage equal to your Regeneration rank each minute. You then recover other damage conditions equal to your Regeneration rank each minute, starting from your most severe condition.

When a hero takes damage, they roll a Toughness check against a DC of 15 + damage rank. If they succeed, nothing happens, they brush off the damage. When they fail the save however, the hit actually manages to hurt the hero.

Why are there so many linked effects in d20?
This is basically because the d20 has a fair amount of swing and the more times you can make someone roll a save, the greater chance that one of them will fail. Also, many GMs are skeptical about having too many Linked effects with different saves for the same reason.
What do the rank modifiers do in Fortitude?
Rank 1 allows the effect to work at half its normal rank against insubstantial targets (rounded down); rank 2 allows the effect to function at its full rank against them. This modifier allows effects normally resisted by Fortitude to work on non-living objects (those with no Stamina).
