How does magic items affect your ability score?

Magic Items do not add to your Ability Scores. They set it to a certain number. We know this for a fact because the Basic boxed set has Gauntlets of Ogre Strength in them, which set your Strength at 19. It explicitly says that if your Strength is higher, it has no effect. This model if followed by almost everything in 5E.
