Big factor is the artificer’s spell list is primarily support focused and pretty concentration heavy. So while the spell storing item is very powerful in the hands of a crafty player it is hardly game-breaking. I did the math comparing a wizard blaster vs artillerist + familiar casting shatter every round and they are pretty close.
