It simply means that any enchantment u place on a weapon or piece of clothing/armor will be more powerful than if u didn’t do the perk. Everytime u increase the enchanter perk the enchantment becomes 20% more powerful so when u purchase it all 5 times the enchantment will be at the strongest it can be.
