We have found that in local prisons 31% of prisoners report being locked in their cells for at least 22 hours a day, rising to 37% at young adult prisons (holding prisoners aged 18–21). We found large numbers of prisoners at some jails who were locked up for more than 22 hours a day, or throughout the working day.
How do you change prisoner cells?
While prisoners are in their cells (Lockdown/Sleep regime) it is possible to move them to valid new cells by left-clicking(highlight) the prisoner and then right-click(move) the new cell.
What are prisoners allowed to have in their cells?
Federal prisoners can get various types of meat (e.g., tuna, mackerel, chili), beverages (e.g., sodas, tea, coffee, drink mixes), snacks (e.g., Little Debbie’s snacks, trail mix, chips), and a plethora of personal items (e.g., clothing, shoes, hygienic items, radios, MP3 players, postage stamps, copy cards).
Do prisoners change cells?

Yes. Inmates can watch TV in prison, but how they watch TV, what they watch, and how much they watch is determined by what facility they are in. Can you request a cellmate?
A prisoner can always ask for a cell change, which would be safer than asking for a new cellmate. They need to be ready to give a full explanation of why it would be necessary. Due to overcrowding, an inmate who is in minimum security might end up in a cell with a prisoner in a medium custody level.
How do you get to your cell in prison?
It is likely, but not certain, that you will be taken to an “induction wing” where all new prisoners spend the first week or two of their sentence. You will be escorted by a prison officer to your wing and handed over to the wing staff. These wing officers will show you to your cell and will introduce you to your cellmate.
Can a prisoner be transferred from a holding cell?
Once you have more prisoners arriving than you have cells for you can mark the room as a holding cell again. In newer versions, if the prisoner isn’t entitled to a room level close to your available rooms, they won’t be transferred. Basically, if you have all high-level (luxurious) cells, your new transfers won’t be allowed into them.
How can I get my prisoners to move?
If you have free guards and they’re still not moving, you can select each prisoner and manually order him into a cell. I don’t think you can manually order prisoners to move around, at least I can’t 🙂 Selecting a prisoner and right-clicking to move them somewhere else does nothing. What happens when you cancel the holding cell room?
Cancelling the holding cell room designation will force the prisoners out of the holding cell and allocate them a free cell each. Once you have more prisoners arriving than you have cells for you can mark the room as a holding cell again.
