How long do prisoners have to stay in their cells?

We have found that in local prisons 31% of prisoners report being locked in their cells for at least 22 hours a day, rising to 37% at young adult prisons (holding prisoners aged 18–21). We found large numbers of prisoners at some jails who were locked up for more than 22 hours a day, or throughout the working day.

Basically, if you have all high-level (luxurious) cells, your new transfers won’t be allowed into them.

How can I get my prisoners to move?

If you have free guards and they’re still not moving, you can select each prisoner and manually order him into a cell. I don’t think you can manually order prisoners to move around, at least I can’t 🙂 Selecting a prisoner and right-clicking to move them somewhere else does nothing. What happens when you cancel the holding cell room?

Cancelling the holding cell room designation will force the prisoners out of the holding cell and allocate them a free cell each. Once you have more prisoners arriving than you have cells for you can mark the room as a holding cell again.
