In short: the GM starts with one fate point per PC in the encounter. As the GM, all your NPCs collectively tap into that (small) fate point pool.

- Have Your Aspects Invoked Against You: If someone pays a fate point to invoke an aspect attached to your character, you gain their fate point at the end of the scene.
How do you get fate points in Genshin impact?
Once you start wishing, you will get a Fate Point each time you do not get the weapon that you selected. For example, if you want Mistsplitter for Ayaka and you select it in the Epitomized Path then you will get Fate Points each time you pull a 5-star weapon that is not the Mistsplitter.
