Why do consoles have so little RAM?
It all comes down to the added consumer value being deemed too small to justify the extra price. The memory in the 360 and the ps3 is very fast, and expensive. If the amount of memory was higher on console launch, they either would have to raise the price or take an even larger loss per console sold.
Does VRAM matter if you have a lot of RAM?
The amount of VRAM will only matter if you are gaming at super high resolution/ multi monitor setup, when the extra RAM will be used. It will not “speed up” the game. To get more performance, a better graphics card (better architecture, higher frequency etc.) is needed.

That being the case, the reason the PS3 can do what it can with so little RAM is as other posters have said… low memory usage by the OS and a high level of optimization by developers. might also add that the largest part of ram in PC games is used for buffering textures, but a lot of that is irrelevant because of streaming from blu-ray discs…
