Maddening Hex works on one cursed target at a time. As you point out, it says “the [cursed] target”, singular – so even if you’ve cursed multiple targets, you can only use Maddening Hex to deal damage to one cursed target (and creatures adjacent to that one, of your choice) at a time.

Because a person could for example stand in a alley 90 feet away as a target passes by, and then proceed to deal 3-5 damage every six seconds potentially for 24 hours. The warlock wouldn’t even need to see the target to do this. As it says on p 292-293 the spells effects keeps going even when outside of it’s range (so 90 feet).
