The amount of loot available and the loot cap of the storages is based on your current Town Hall level. Lower Town Hall levels offer a highest percentage of loot, but higher levels of Town Hall offer a much bigger cap, increasing the amount of loot available every time you upgrade your Town Hall.

How much gold does it take to upgrade Town Hall 9?
High level TH9 and TH10 players will attack you with high regularity (even with an exposed Town Hall) if you get close to the resource cap (which only requires about 3 million gold/elixir or ~20,000 Dark Elixir). Given that most upgrades cost more than the resource cap, you get hit hard all the time if your defense is not up to par.
When does the town hall change in Clash of clans?
