Can familiars use/attune to magic Items? Yes they are creatures and can use magic items.
Can a human ride a panther?
By RAW, strength 14 allows the animal to lift and drag 420 pounds. That’s probably two or three slender elves, but at least your own character. So no, riding your panther is not possible, because you are both of the same size. But a panther can easily drag you and your stuff vertically up a tree.
How much weight can you carry DND?
If you are using the standard rules, a character can carry up to their strength score x 15 pounds without penalty. They can also push, drag, or lift up to twice that amount, but while doing so their speed drops to 5 feet.

Can a landlord make a companion animal a pet?
The landlord must modify any existing pet policies, whether a “no-pets” policy or restrictions on the type, size or other factors regarding the pet. The companion animal is legally not a pet. However, local or state rules which govern animals in residences likely still apply.
