When did the USCF start rating chess players?
It depends on whether you are just looking at active players (who have played a tournament recently) or all players, and on whether you are just looking at just adults or players of all ages. The latest rating distribution chart for the USCF I could find was from 2004 (here).
How are ELO and USCF ratings are manipulated?

Can a game be rated as a G / 10 with a shortened control?
When this option is mandated, the initial control, not the shortened control will govern under which system the event is rated. A G/10 (delay = 3 seconds) with the control shortened to G/7 for the games using a delay will still be considered as a G/10 event.
