Why does dragon breath count as a bonus attack?

Because it’s a bonus with the new stuff in my group; we always use it as an “after attack” that you don’t roll for. Most of this is given to our melee fighters. Given that a person with two weapon fighting can do 2 attacks to begin with this would make the dragon breath a third attack.
