On the PC version, I’m pretty sure you can’t stand on top of another character, you have to stand next to him in order to stabilize, heal or revive. If you’re standing on top of the character, as in, occupying same block, that sounds like a glitch. Just move over a square.
How do you stabilize in xcom?
Any character with a medikit can stabilize a critically wounded soldier. Move into healing range and select the “Stabilize” action. A stabilized soldier will not die from its current wounds (don’t play with grenades), but will not become active again for the duration of that mission.

Make small, tight circles with your hand pressing into the ball, twenty-five times clockwise then twenty-five times counter clockwise. Adjust the weight of the ball in accordance to what makes you adequately fatigued. (see photo on right)
