Rules as written, being heavily obscured doesn’t give your character total cover. Page 196 of the PHB says this about total cover: “A target has total cover if it is completely concealed by an obstacle.”
What does heavily obscured mean?
A heavily obscured area—such as Darkness, opaque fog, or dense foliage—blocks vision entirely. A creature effectively suffers from the Blinded condition (see Conditions ) when trying to see something in that area.
Does Darkvision work in total Darkness?
Yes, darkvision allows a creature or character to see in complete darkness. Darkvision explicitly states that the creature/character can see in the dark when no light is available. It should be noted, however, that darkvision can only see shades of black and white.
Does fog block sunlight?
It certainly blocks direct sunlight, but the inside of a cloud isn’t pitch-black and most monster stat blocks don’t specify what counts as being “in sunlight.” In practice you’re best off asking your DM.
