Hex gets better and better as a ‘first level’ spell but not enough to compete with higher level spells: Banishment, Sickening Radiance, Fear etc. As others mentioned, it’s worse as a tomelock as you’re much more likely to lose concentration between combats due to rituals or Guidance.
