If your fire and frost spells aren’t affecting the oculary then try reloading an earlier save. If that doesn’t work wither you’d have to finish the quest with the console. I couldn’t figure it out at first, because my flame spell wasn’t doing anything at all. Turns out, for me, I had to use the frostbite spell 3 times to get the correct focus.
