The intent is that the image is suppose to be static. It’s a cantrip, allowing it to do things it’s not suppose to do steps on the toes of higher level spells that do those things. However a dm can rule how they want.

Need to sneak out of your inn room unnoticed? Create an illusion of yourself in bed. Escape prison without alerting the guards by creating an illusion of yourself still in your cell. Bait someone with an illusory treasure chest in a room and ambush them.
Can minor illusion images move?
