Multiclassing is fun and can create many interesting combinations story-wise and mechanics-wise. I, personally, think it’s a great additional option. Some people will use it to further optimize their characters, but many will multiclass for story reasons.
Can a DND character change class?
Simply have them pick up a cursed item that changes their class and swaps their existing stats around to reflect the new class. They keep all their stuff, level etc.

There’s no hard limit on how many times you can multiclass in 5e. As long as you can still gain levels and you meet the pre-requisites, you can gain a level in a new class. You could gain a level in every class if you really wanted to, though it wouldn’t be a good idea.

There’s no retraining rule for feats. If you’d like to redo parts of your character, consult with your DM, who might allow it.

Do you need a 13 to multiclass in RuneScape?
No such race exists to date, so it is always possible. The only requirement for multiclassing (if allowed) is a 13 in the appropriate ability scores. No class currently requires a 13 in constitution. As ability score increases are a class feature, such a character would not have any.
