Every spell in D&D has at least one spellcasting component. As described on page 203 of the Player’s Handbook: A spell’s components are the physical requirements you must meet in order to cast it. Each spell’s description indicates whether it requires verbal (V), somatic (S), or material (M) components.
Can you cast a spell without material components?
An Arcane Focus, a Component Pouch, or a material component is not required for spells like Fire Bolt that don’t have a material component. It doesn’t matter what the level is.

If you cast a spell as your action, it doesn’t restrict your ability to cast a reaction spell. (It can, however, prevent you from casting any spell as a bonus action; the rule is agnostic of order, so if you cast any non-cantrip spell as an action, then you can’t cast a spell as a bonus action.)
How are components consumed in the identify spell?
