Does Kadala drop Primals?
Primal Ancients can drop from any source of Legendary item in the game, including Horadric Caches, Kadala, and Kanai’s Cube, but only after having completed at least a level 70 Greater Rift. This means that you just need to successfully finish GR 70 solo once.
Can you get Legendaries from Kadala?
In patch 2.1. 1, this was changed: prices increased dramatically, blood shard costs are 5x as high, but the chance to get a legendary from Kadala is now 10%. The drop rate of shards has been raised as well, for the same number of shards as before players will now walk away with 1/3 more legendary items on average.
Are there loot tables the same as Diablo 2?
Actually, Jay Wilson has stated loot tables work exactly the same as in D2. It may seem random/arbitrary, but it is (supposedly) by design: The mechanic is exactly the same as Diablo 2, and as you describe it hear. And the loot tables are not more vast than D2 because we don’t allow items to drop below level 50 in Inferno.
