Which CIV is best for One city Challenge?
If you don’t have DLC, Arabia is hands down the best OCC civ in my opinion. Gold is by far the most limiting factor and no one does it better. Korea would be its best competition if you had DLC. Egypt is good for culture, and Babylon is good for science, but neither are as well-rounded as Arabia.
What happens if you build a city on a resource Civ 5?
You can found cities on top of resources. This doesn’t mean you’ll be unable to use them – on the contrary, you immediately gain access to the resource when doing so, as if you’ve just built an improvement on it. Of course, as is the case with any city, even if it is at 0 health, you need to attack with a melee unit to actually capture it. If you’re doing this, and the city won’t capture, all I can think of is you may be playing the One City Challenge, which won’t allow the capture of enemy cities.
