You can roll to persuade a PC without rolling ‘against’ them technically, it’s just that rolling ‘against’ a target is the common parlance for when they’re the intended target of the outcome of the roll.

People tend to be dissatisfied when the DM tells them how their character acts. Rolling for Persuasion, Deception and Intimidation are for PCs to use on NPCs, anything else tends to turn out poorly. Instead just roleplay the NPC and then use passive insight, or let them roll for it, against a set DC you feel is appropriate.

The goal is to avoid the players (not characters) knowing whether the NPC is telling the truth by presence or absence of a roll, and what to do with the roll if they use insight on someone who’s not bluffing. My first thought is make it a DC 10 insight check by default. Is there a better way?
What happens if a PC loses a charisma check?
The PC rolls a charisma check for a contest of wills. If the PC loses, the next action (s) the PC takes that would be contrary to what an intimidated person would want to do in real life (i.e. attack, etc.) would be done with disadvantage. The number of rounds this effect would last is dependent on the level of intimidation/situation.
