Alternatively the Dragonborn can stand in front of the face of the statue, and get Mercer to chase you. Then, use the Unrelenting Force Shout to shoot him off the edge. This tactic may not kill him, however he should take enough damage for you to shoot him one or two times with a bow.
How do I get Mercer Frey to open the door?
Wait an hour (in game time) and then re-walk to the door and see if that fixes it. If he isn’t blocked, but has walked a bit towards the door and stopped, get behind him and use your PC to push him towards the door. That may see him complete opening the door.

After you kill Mercer Frey, water should be filling up the cavern. Just continue to swim up as the water pours in. An arrow should be pointing into a hole or cavern up near the roof. Just run through that when you can swim up there.
