This seemingly normal pearl of average size and luster is a potent aid to all spellcasters who prepare spells (clerics, druids, rangers, paladins, and wizards). Once per day on command, a pearl of power enables the possessor to recall any one spell that she had prepared and then cast that day.

We have a warlock in our party that has a Pearl of Power. Since a Pearl of Power restores one spell slot of level 1 to level 3 only, it would seem to become useless to a pure Warlock caster that exceeds level 6, in that they can only have level 4 or higher spell slots depending on their level.
Can a simulacrum use a pearl of power?
A Pearl of Power does not, and, to look at a different Wizard Tradition, Expert Divination (PHB p116) does not restore spell slots (RAW, though the actual description of the ability might lead to a house rule that the spell slot is not regained but actually represents it not having been used in the first place).
Can you cast identify without a pearl?
Yes, it can, for both RAW and RAF reasons. It is a pearl. The spell component is not consumed in the casting. RAW (rules as written): nothing prohibits its use.
Can a pearl of power take a 4th level slot?
I’d allow a pearl of power to take an expended spell slot of 4th level or higher and turn it into a 3rd-level slot. It seems a reasonable compromise to regain lower level slots before your next short rest. As of the first set of errata to the DMG, this is now the official answer as well. Pearl of Power (p. 184).

If the expended slot is of 4th level or higher the regained slot counts as only 3rd level in regards to spellcasting until expended or a long rest. A Warlock able to cast level 4 spells will when casting from this regained spellslot cast it at spellevel 3 instead of max spellevel.
