DM. 6y. Lair actions as defined are always magical in nature. They are essentially the lair acting of its own accord always at the top of the initiative (count of 20). Each action typically cannot be used until all actions are used, and any lasting effects usually reset at the top of the count.
When can you use Lair actions 5e?
On initiative count 20 (losing all initiative ties), it can use one of its lair action options. It can’t do so while incapacitated or otherwise unable to take actions. If surprised, it can’t use one until after its first turn in the combat.
Are there legendary actions for a Dragon Lair?
There is no indication that this is meant to be an exception to the general rule about dragons & lairs. Hags have lair actions listed (for all 5 types) in Volo’s Guide to Monsters, but not legendary actions. Another use is to cover the dragon entirely, giving any ranged attacks disadvantage and allowing it to use it’s legendary action detect to lash out at any unsuspecting creature. All 3 of these lair actions share a common theme: crowd control. If your players are trying to get up close and personal with the dragon it should be a difficult task.
