Is there a problem with a power plant?
No need for that, if you are producing coal localy it should end up in your power plant at some time. The transport network can get backlogged badly, and that problem doesn’t go away until you can put in a lot of metro stations. It can be really hard to get stuff moving. Make sure you have extra teamsters, one is never going to cut it.
