Wish can be used to cast any spell of 8th level or lower. An “upcast” spell counts as a spell of the level it’s being cast at.

Can a power martial out a spellcaster in 5th edition?
However, I greatly disagree that spellcasters out power martials at higher levels. In 5th edition, martials can consistently out damage spell casters each round and with the complete lack of reasonable higher level spell slots spellcasters have to be very careful with the spells they do have, more so than any other edition.

Can I cast Wish to duplicate the Simulacrum spell and then have the simulacrum cast Wish to do a non-spell effect like give the party resistance and then the Simulacrum will take the hit for the 33% chance of neve being able to cast Wish again correct? I mean the logic seems solid unless I am missing something.
