Yes, if the mob can spawn naturally where the cursed earth is, it will spawn. As you already know about blizzs and cold biomes. Same applies to nether and end mobs, handy for a blaze/wither skel/pigman spawner in the nether or enderman farm in the end, it will only spawn what can naturally spawn there.
