Mob spawners activate when within 16 blocks (sphere) from the player. Any number of them within that range will work, with the obvious caveat that the spawner itself is not a spawnable space – the mobs need empty volume to spawn.

My guess is not more than 6 blocks away from the spawner on any side (including top/bottom). Does the type of mob the spawner is set to affect the spawn radius?

Where do you check for a spawner in Minecraft?
Minecraft first checks within the 17 wide by 17 long by 9 high area with the spawner in the center (or 8×8×4 radius from the spawner) for mobs of the same species as the spawner. If there are fewer than 6 mobs of the same species in the checking zone, it will spawn a mob within half the distance of the checking radius.

Spawners do not depend on player travel rates when spawning mobs. They have meta information attached to them which decides the rate of spawning, player distance, and so on. If you wish to modify those properties, you would need an external map editing tool such as MCEdit , along with a filter able to edit spawners.
