Simply check in with local blacksmiths and general traders occasionally and you are bound to come across an item with the enchantment. At high levels, it is often enchanted with Peerless Alchemy. Loot chests from dungeons and higher leveled enemies/creatures may have items with the enchant of various degrees.

How is fortify alchemy used in enchanting?
Fortify Alchemy is an effect used in Enchanting. It can be used to enchant specific pieces of apparel (headgear, bracers, rings, and amulets) once the enchantment has been learned. The enchantment increases the potency of potions created using Alchemy by a certain percentage.
Where do you get the fortify alchemy ring?
As a necessary item, it cannot be disenchanted to learn Fortify Alchemy. However, the Dragonborn can disenchant the Ring of Pure Mixtures after completing the quest and then pickpocketing the ring from Frida. Items are randomly generated with the effect and appear in shops across the nine holds.
Can you put fortify enchanting on your armor?
You cannot put fortify enchanting onto your armor in Skyrim. This is intentional as it prevents a direct feedback loop. You cannot make a fortify alchemy potion for the same reason. To clarify, enchanting can boost alchemy, and alchemy can boost enchanting but neither can boost themselves.
What can you wear with fortify alchemy in Skyrim?
Both a Falmer Helmet and a Circlet (or both a Falmer Helmet and the Krosis mask) can be worn together. Since both Falmer Helmets and Circlets can be enchanted with Fortify Alchemy, this allows you to equip five Alchemy-boosting items at once, instead of four. This bug is fixed by version 1.2 of the Unofficial Skyrim Patch.
