If you learn the enchantment from disenchanting mage robes you can make them. Other than that you have to loot them or buy them. You’ll find as you progress in the game that it’s quite easy to make money though so buying them wont be an issue.

You can buy unenchanted mage hoods from the professors at winterhold. Sometimes they don’t have hoods but other times they have a pretty large amount of them for sale at any level. The unenchanted college robes can be bought from the Radiant Rainment in Solitude.
