Is there a key to the cells in Northwatch Keep?
The Northwatch Prisoners can be found in the northeastern part of Northwatch Keep. All three are locked inside separate cells and merely function as supposed cell mates when Thorald Gray-Mane spawns in the interrogation chamber as part of the related quest.

Nope! The only way to avoid bloodshed (at least as of the current version) is to just not fight back. That’s possible, especially at higher levels, but as far as I can tell there’s no real benefit. You can still complete the quest, as I did, by failing the no bloodshed portion and saving Thorald with force.

Northwatch doesn’t respawn. Only time anything new will spawn is if you get the quest to rescue Thorald afterwards, and then only the inside.

If you are human or light-skinned elf, especially if Altmer, you can disguise yourself in Thalmor hooded robes or armor and it actually works – in the vanilla game. If you’re Altmer you can walk right past anyone except Rulundil and co. If other Mer or human, keep your distance but you can slip by.

If one visits Northwatch Keep before the quest “Missing in Action” is acquired, then Thorald Gray-Mane will not be in the prison where the Dragonborn can find him in the quest. If the Civil War questline has been completed while siding with the Stormcloaks, the Thalmor seem to use this as a hidden retreat within Skyrim.
