Is pandaren Horde or Alliance?
Pandaren are the first “neutral” race in World of Warcraft. After completing a series of quests, you can decide whether to join the Horde or Alliance. Denizens of a wondrous and fertile land, the pandaren once labored under the oppressive thumb of a monstrous race of ancient warlords known as the mogu.

Don’t think you can get to wandering isle until you finish the intro to the monk class hall quest line. Use your ability that teleports you to the temple of the white tiger. Quest chain should start from there.

Shen-zin Su is the ancient and gigantic sea turtle that the lands of the Wandering Isle sit upon. For 10,000 years he has made his way through the world’s oceans, keeping away from the Alliance and Horde lands all this time. All pandaren on the Isle know of him, though no one has spoken to him in hundreds of years.
