The problem with Thresh ADC is: His abilities interrupt his autoattack animation / he is not able to AA while using his hook, or his flair. Everything else is fine on him, he get nice AS per level, but he is pretty short-ranged and better as tanky support.
What Lane is Thresh?
Thresh is a lane dominant Support. This means he can often win lane and win the game just by getting kills. Q in the mid-game could snowball into a huge advantage.

I think you could make an argument for Thresh top lane if you were a really good Thresh player, but mid is no place for him.
