Nether portals cannot be built in finite old worlds. The minimum portal size (inside the obsidian) is 2 wide by 3 tall and the maximum is 21×21 (source).
How do I enable nether on my server?
You must of disables the nether, to enable it:
- Go to where you server is located.
- Open up “server. properties”.
- Find where it says “allow-nether=false” and change it to “allow-nether=true”
- Save “server. properties” and start your server and the world will auto generate.

Basically portals made within 1024 blocks of each other in the Overworld will always link to the same Nether portal, to create Multiple portals close together in the Overworld you have to make a portal in the Nether so that it creates an Overworld portal to go with that Nether portal in the spot you want.
