Staves can only be made on SolstheimDR using master Neloth’s Staff Enchanter. Serana will use the staff of Magnus. She is actually the only follower I allow to regularly carry the staff because she seems to be a bit smarter about using it, usually saving it for when she needs to recharge her magicka.
